Healthy homes matter

Why is Healthy Homes Compliance so important?

Around 1 in 3 households rent homes in New Zealand and Paremata, and research suggests that rental homes are more likely to be colder, older and are not as effective heating, and generally have lower quality than the homes of owners.

Cold, damp and mouldy houses are linked to negative well-being outcomes, especially for illnesses like colds, influenza, asthma, and heart diseases. Furthermore, people who report four or more major housing quality problems frequently have less satisfaction in their lives and lower mental wellbeing.

Improving the standard of Paremata rental property can allow tenants to experience better mental and physical health and reduce the disruptions to their work, education and living because of illnesses. Your investment will also be better protected from mould, mildew and damp-related damage, which completed jobs in less maintenance costs in the long run.

The Healthy Homes Standard is a list of the specific and minimum standards for Heating, Insulation Ventilation, Moisture ingress and Drainage, as well as Draught Control on Paremata rental properties.

Unreasonable Gaps & Holes

Draught Stopping Paremata

Draughts increase the likelihood of less temperature in homes. A cold house will cost more to heat, which means wasting energy and incurring higher costs.

If a draught is felt through gaps that are too large or holes, it needs to be closed.

What are unreasonable gaps or holes?

If you are able to feel external air flowing in or the sound of a clear draught emanating out of a hole or gap that is, it’s likely to be a gap or hole that needs sealing in any way. Cracks or gaps with large gaps must be permanently stopped. The gaps that exceed 3mm that let air into or out from your home require to be sealed. In the case of an open fireplace is not in use, it could cause draughts, and should be shut from. Landlords and property managers are accountable for making sure that these draughts are stopped in the maximum extent imaginable.

You don’t need to cover up gaps or holes which are part of the building. For instance, small gaps around doors and windows may be required to allow for the movement of the building as the house is heated and cools in order to let them be opened and closed rather than sticking. We will examine all doors and windows during an Healthy Homes assessment of your rental property.

Heating Paremata

Paremata rental properties require a reliable source of heat that is able to heat the principal or the biggest living space to a minimum of 18degC even on the most coldest days of the year. This is the minimum temperature indoors that is recommended by the World Health Organisation for people’s physical health as well as their mental health.

The source of heating needs for it to be permanent (i.e. not portable) that is, at minimum 1.5 Kilowatts in heating capacity, and it must have the minimum required heating capacity in the living area. The Heating Assessment Tool can be used to determine whether your current installed heater(s) are sufficient or whether you will need to top up with an additional heater. Fires that are open and unflued heaters such as mobile LPG bottle heaters are not considered to be safe heating options under those following the Healthy Homes Standard.

If the heating that you offer is an electric heater or heat pump, it should include the thermostat. This will help make your heating more consistent and effective. For the majority of houses, bigger fixed heating devices such as heat pumps, wood burners, pellet burners or flued gas heaters are needed. However, in certain instances like apartments with small spaces the smaller fixed electric heater could be enough.

If the main living room is already equipped with a fixed heating source, like an air conditioner, it may need some additional energy to be able to meet the standards. Certain types of heaters cannot be utilised to meet the standard since they’re either inefficient, unaffordable to operate or unsafe to operate.

Ventilation Paremata

Every living space in a rental property must include at least one open windows or an exterior door to provide natural ventilation. In addition, high moisture areas such as kitchens and bathrooms should be equipped with an externally vented extractor to eliminate moisture.

The ventilation quality is all about recognising how the dry atmosphere is more easy to heat and heat, and a property that is well ventilated is less likely to grow mould and damp.

Bedrooms, living rooms dining rooms, and kitchens are considered liveable areas. Connecting spaces such as the hallway aren’t considered liveable , and thus don’t require an opening window or door.

Each window, door or Skylight needs to be able to open up to the outside and remain fixed in an open position in order to allow ventilation and fresh air air flow.

All bathrooms and kitchens as well as any other space in your home with a bath, shower cooker or any other humidity-generating items will need proper extractor fan systems that can be vented out to the outside. This Healthy Homes Assessment service will verify that there is enough ventilation in every living space with the right extractor fan for areas that are high in moisture.

Insulation Paremata

Ceiling and underfloor insulation is required in all rental houses as of July 1st, 2019. All landlords and property managers must ensure that the insulation is up to the new standard. In some instances, an existing insulation on the ceiling or in the sub floor space may need to be added or replaced.

A properly insulated home can reduce condensation and reduce the chances of dampness and mould, as well as making it easier for the house to hold the heat.

Insulation needs to meet the R-values required for your area

The "R" signifies thermal resistance, and is a gauge of how well the insulation withstands heat flow. The greater the R-value, the more effective the insulation.

  • Zone 1 - Auckland & Northland Ceiling R 2.9 and underfloor R 1.3
  • Zone 2 – the rest of the North Island except Taupo and the Central Plateau – ceiling R 2.9 and floor R 1.3
  • Zone 3 Zone 3 North Island Taupo, Central Plateau and all of the South Island – ceiling R 3.3 below floor R 1.3

Paremata Moisture Ingress & Drainage

Protecting your rental property from water damage isn’t only about the inside it is also about the outside. You must ensure there is somewhere for surface and ground water to go, and stop it from coming into the building. When it is about damp and water, it is usually not apparent that it can become a big problem, causing damages to your investment and harming your tenant’s well-being.

Rental properties should have efficient drainage to remove the stormwater and surface waters and groundwater, with the proper outfall or runoff. Making sure that the water has a place to go, and also that it doesn’t sit beneath structures is an important aspect of keeping your property dry.

In addition to an irrigation system to stop moisture ingress, if your apartment has an enclosed gap between your floor and the surface, a ground moisture barrier should be put in place if it’s reasonably practicable to do so.

An underground moisture barrier usually made of polythene and is laid on top of the ground to stop any moisture in the ground from entering the property. It also helps in preventing water damage to the floor insulation.
