Fines for Failing to Comply

From the 1st of July in 2021, if a new or renewed tenancy is signed for a Kenepuru rental property, all Healthy Homes compliance tasks have to be taken care of by the end of 90 days.

As of 1st July 2021, when a brand new, renewed or varied Tenancy is signed for the Kenepuru rental property, all Healthy Homes compliance work must be completed inside of 90 days.

Tenancies established between 1 July 2019 to 30 , June 20,21

  • Ceiling and underfloor insulation is mandatory to all Kenepuru and New Zealand rental homes where it’s reasonably practicable to install.
  • A Healthy Homes Statement of Intent to Comply, an Insulation Statement and an Insurance Statement should be included with any renewed, new or altered tenancy contract.
  • Property managers and landlords must keep records to demonstrate the compliance with each Healthy Homes Standard that apply or will apply during the tenure of their rental properties.

From 1 July 2021

  • Private landlords and property managers are required to ensure their rental properties comply in accordance with Healthy Homes Standards within 90 days of any new, renewed or varied tenant.
  • All boarder houses (except Kainga Ora and Community Housing Providers with registered for boarding home tenancies) must comply with the Healthy Homes Standards regardless of the time the tenancy began.

Beginning 1 July 2023

  • All homes let through Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must meet the Healthy Homes Standards regardless of when the tenancy first began.

From 1 July 2024

  • All rentals houses have to meet the Healthy Homes Standards regardless of when the tenancy first began.
