Fines for Failing to Comply

Since the 1st July of 2021, when a new, renewed or varied tenancy is signed for a Hongoeka rental property, all Healthy Homes compliance work must be completed within 90 days.

Hongoeka Healthy Homes Compliance Timeframes

Tenancies that were signed between 1 July 2019 to the 30th June in 2021

  • Underfloor and ceiling insulation is mandatory throughout Hongoeka and New Zealand rental houses where it’s reasonably practicable to install.
  • A Healthy Homes Declaration of Intent along with an Insulation Declaration and an Insurance Statement must be included with any renewal, new or amended tenancy agreement.
  • Landlords and property managers must keep records of their the conformance to any Healthy Homes Standards that apply or will be in force to your rental home.

From 1 July 2021

  • Private landlords and property managers are required to ensure their rental properties comply to the Healthy Homes Standards within 90 days of a new, renewed , or altered tenant.
  • All boarding households (except Kainga Ora and Community Housing Providers with registered boarder household tenancies) must meet the Healthy Homes Standard regardless of the time the tenancy began.

Beginning 1 July 2023

  • All homes rented to Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must comply with the Healthy Homes Standards regardless of the date when the tenancy started.

Starting 1 July 2024

  • All rentals houses are required to comply with Healthy Homes Standard regardless of when the tenancy began.
